windows opening "behind" the panel

Hi,

I'm noticed that the XFce WM often places the newly opened window partly
overlapping with the panel. With the "panel layer" set to 9, this is
not a good idea. I guess maybe the problem is related to the taskbar - I
have it "opened" - so maybe the WM does not account for it when choosing
the position for the new window?

I'm using xfce-3.8.18-1 on RedHat Linux 7.2 machines.
