Inhibit Window Raise

In this case you can take /etc/X11/xfce/xfwmrc (or /usr/local/etc/xfce,
etc.) and copy it to the ~/.xfce/ dir. Of course, you have to edit it. By
default it says "ClickRaise Yes".

Or you can just create such file.
