XFce on debian installs panel inaccessibly (and fix)

I have the feeling this must have something to do with a debian
customization. I never seen or heard this problem before.
Just a strange thought, but can it be that the packager put in his own
xfwm-session file. There shouldn't be such a file after initial xfce_setup.
