Those are two different libraries, that's OK.

If the libs are installed and not used by xfce it means they cannot be
found during the ./configure process. The script looks for
'gdk-pixbuf-config' and 'imlib-config'. Please check if they are in your
$PATH.

If they're not you don't have the appropriate *-dev packages installed
or their installation is broken.
