Click inside window always bring to front?

Hi everyone,

I tried almost everything I could think to disable this feature:

A click with the left mouse button in a window raise it.

I have:
In the Windows panel setup, click to raise window is off.

In the xfwmrc:

Mouse 1 W N -
Mouse 1 W M Raise
ClickRaise          No

What is wrong?
