When xfskin is run for the first time the dir ~/xfskins is made, but it's empty at that moment.
You can add skins by 
a) creating your own (xfskin / create) or
b) download them from http://groups.yahoo.com/group/xfskin; then add them to the list using 
   xfskin / file (menu) / add, browse to the downloaded skin.

on the xfskin group screenshots of the skins are placed in the screenshot section, using the same name of the skin.
If you plan to add skins to this group please use those rules.
