startxfce uses ~/.xfce/xinitrc, or /etc/X11/xfce/xinitrc.

If you're using startxfce and you don't have ~/.xfce/xinitrc, you're
using /etc/X11/xfce/xinitrc.  Copy it to ~/.xfce/xinitrc and edit it
to suit.
