[Xfce-i18n] Translate splash engine strings like "Starting the Desktop Manager"

Hi everyone,

yes, the splash screens were broken since the gtk3 migration and we don't
have the manpower to fix them (considering their importance for a
functional Desktop Environment).
So we decided to drop them, no need to translate anything there.
