So can we update the link on 
https://docs.xfce.org/contribute/translate/start please.

You should be able to see https://www.transifex.com/xfce/public/ also 
when not logged into Transifex.

But you have to join Transifex and login first.
Then you should be able to request to join a language on 
https://www.transifex.com/xfce/public/ when you are logged in.
