[Xfce-i18n] Hello

Hi, I am Serpil. I just joined the mailing list. I want to contribute
translations in Turkish. But in https://transifex.com it seems Xfce's
Turkish translations are already completed 100%. So is that means I can't
join the Turkish team because there is no need?

I hope someone enlightens me.
