[Xfce-i18n] Regular releases for translation updates

Do not think about it as a deadline, more of a notice that you can use
to time your efforts if you want to. It is voluntary work, as is my
coding. What is ready, goes in. If it is not ready, there is probably a
reason for it. I am simply trying to establish a regular release cycle
(for my components)
* so that work doesn't get lost => translations
* to check in a somewhat large though regular interval that there are no
problems with the components I maintain => bitrot, (easy) bug fixes
* On the one hand, an announcement two weeks before the release is not
much time. People might be on holiday or simply have more important
things to do. On the other hand, as a developer I want to get out the
stuff as quickly as possible (because I might have to do more important
things to do), and without much fuss. So if they miss the release, they
still have a chance one month later to get their changes in if they want to.
* I do not want to spam people with mails, so announcing only the string
freeze two weeks before the "initial" release should be enough of an
indicator, and the automatically generated announcement mails for the
releases following will be sufficient for such "maintainence" releases.
Note that this is only my personal attempt for improvement and for a
workflow I can keep up.
