I don't think it's illogical, it just focuses on the important details.
If I'm standing at 0 meters above sea level, I will have about 100 km of
air on my head:

Since air also weighs something, carrying around this amount of air
exerts a pressure on my head (1,000 kg, says Wikipedia[1]). If I climb
above sea level, I'll have less pressure on my head. I believe that's
the pressure that's meant in the ../panel-plugin/weather-config.c:1417
string.

Yes, pressure is exerted in the other directions too, but that's
cancelled out (disregarding wind for the moment …) and is less important
when the discussion is about altitude.
