[Xfce-i18n] [ristretto] 0.3 = stable / 0.4 = development

Hi All,

I've just branched ristretto-0.3,

I consider ristretto-0.3 the stable branch that works well with xfce
4.8. Meaning that from today, master will focus on alignment with xfce
4.10.

In the near future, the 0.3 branch will know several releases, some
will contain bugfixes, and some might only contain
translation-updates.

I've made ristretto-0.3  available as a translatable component in
transifex for submission of translations.

During the following months, I will both release ristretto-0.3 and
ristretto-0.4 versions,
the latter will be development-releases dedicated to xfce 4.10, so it
might have more bugs and is not advised to be used in production.
