[Xfce-i18n] Translations are not being updated by Transifex

Hello!

This is the second time a translation is not being accepted by
Transifex: Nothing but the "POT creation date" was changed.[1]
Something similar happened a week ago as well.[2]  Someone should
clearly have a look at it and look into fixing these issues.
