[Xfce-i18n] If '%1' is 3, what can I substitute '%1' to make it be displayed as 2?

In Chinese there are not expressions like "15 分前 %1 点", "差" and
"前".

These are all expressions according with custom in Chinese on the right:
5 past 2       2 点 5 分
10 past 2      2 点 10 分
15 past 2      2 点 15 分
20 past 2      2 点 20 分
25 past 2      2 点 25 分
half past 2    2 点半 (2 点 30 分)
25 to 3        2 点 35 分
20 to 3        2 点 40 分
15 to 3        2 点 45 分
10 to 3        2 点 50 分
5 to 3         2 点 55 分
