[Xfce-i18n] If '%1' is 3, what can I substitute '%1' to make it be displayed as 2?

Sorry I meant tm_hour + %1. So if the system time is 5:30, %0 will be
replaced with 5, %1 with 6.

This has nothing to do with transifex, the panel code gets your
translated string and replaces the %?
