[Xfce-i18n] Translation of documentation

Ok.
exo has the documentation translated to pt_BR but clicking on the
'help' button in the 'preferred applications' window opens the
xfce4-utils document page in English ('C' locale), an index page for
several others, as it doesn't have a pt_BR translation. Then the link
understandably opens the exo page in the same locale.
So I suppose in this case I must first translate the xfce4-utils doc.
