[Xfce-i18n] Latvian translation

Well done. Some remarks: don't copy new po files, instead use the 
command 'svn add' so they show up in the patch with 'svn diff', and 
separate the xfce and xfce_4_6 translations (I guess you need two 
different local copies for that).
