[Xfce-i18n] Update Japanese translation of web site

Hi,

I updated the Japanese translation of web pages (modified many pages and added 4.6tour).

Please check and apply.

And, the following file's diff cannot be get because these are set 
"svn:mime-type = application/octet-stream".
I think these svn:mime-type settings should be dropped.

* download/development.ja.php
* documentation/archive.ja.php
* translate.ja.php
* 404.ja.php
