[Xfce-i18n] New strings in xfce4-settings

Hi translators,

Unfortunately some new strings were added to xfce4-settings. This to
properly inform the user when the randr extension was not found or too
old for some reason. I know this breaks the string freeze rules, but
since the warning normally won't show up and destroying a dialog
without a warning isn't gone help either, we decided we should add
them.

So, no rush to translate them, but now you know why your have some new
untranslated strings ;-).
