[Xfce-i18n] New doc translation handling in terminal

Hi Nick,

Once ran autogen.sh --enable-gen-doc && make, after that, the htmls seem not to 
be made by (autogen.sh &&) make even if po files are changed; make distclean/clean 
is necessary.
