Gentoo system
xfce4 version here is 4.6.1
system is currently working on utf8 (kernel default language):

# zgrep -i utf /proc/config.gz
CONFIG_NLS_DEFAULT="utf8"
CONFIG_NLS_UTF8=y

and environment wise:

# cat /etc/env.d/02locale
LANG="it_IT.UTF-8"
LANGUAGE="it_IT.UTF-8"
LC_ALL="it_IT.UTF-8"
LC_CTYPE=it_IT.utf8

everythings seems to work correctly (encoding-wise speaking) apart from that
particular string in the menu(s)
