Hey,

just read up, find out if anyone is already working on what you are
planning to tackle and consider making a patch to start with.
Incidentally the menu is in xfdesktop if you want to start with that.

With regard to Xubuntu you will have to ask the Ubuntu translators,
since they are usually going their own ways and not necessarily
following upstream.
