[Xfce-i18n] Thunar's POT file is outdated

Hi,all.

Thunar's POT file is outdated (missing msgid "Set as wallpaper").
Let's run intltool-update.

And, I also found untranslatable strings.
These are about menu item of Edit -> Configure ac_tions.

"Configure ac_tions"
"Setup actions that will appear in file managers"

Sorry if these are known issues.
