[Xfce-i18n] Simplified Chinese translation for xfce4-weather-plugin

[guo yixuan]

This translation is based on version 0.6.1, maybe I should use the one
in SVN trunk.
I adapted  zh_TW.po to zh_CN, now most strings is  in Simplified Chinese.
