I don't think there are any files with Latvian (lv) localization (AFAIS).

So you should be starting right now :)

You can start immediately by getting all the pot files through the svn 
snapshot ( http://foo-projects.org/~pollux/i18n/ ), Then after working 
on some files, You should send them to the mailing list to commit them 
the subversion.
