copy something.en.php to something.zh-CN.php and translate the strings in it.
svn diff > www-i18n-update.patch
and submit it to the i18n mailing-list

Afaik there has been nobody who mentioned it to this mailing list. So
if you like to translate www.xfce.org to simplified chinese, you are
welcome to do so.

I take it you have found the documentation about how this works?
