there are a few. The first way is to contact the committer for your 
language and send him the files, the second is to use the scripts from 
the i18n webpage and send a unified svn patch or new files to this list, 
the third on is to become a committer for your language if there is none 
already assigned to this task.

All these ways require the use of the Subversion tools.
