[Xfce-i18n] Thunar nl.po file

Can anyone tell me where I have to start? I would like to translate 
Thunar to Dutch, but how do I create an nl.po file? I tried taking the 
french file and opening it in poEdit but it only wants to translate into 
french :-/.
