[Xfce-i18n] Panel doesn't install translations?

Hi,

I've noticed that recently svn trunk versions of the panel don't seem to
install or even create the translation message catalogs. Is this a
problem with my system or is there something wrong with the makefiles?
I've had to create and copy the catalogs by hand for a while after
installing the panel with make install. I just did a fresh checkout but
the problem remains.
