[Xfce-i18n] Registering new locales

Could you please give me some feedback on how to start i18n of xfce in
the following 2 new locales:
tt_RU at iqte    (Idil-Ural (Qazan) Tatar; iqte is a modifier for a
version of Latin-based Tatar alphabet)
crh                  (Crimean Tatar)

P.S. I am thinking of also possibly working on tt_TR and tr in the future.
