[Xfce-i18n] Important xfwm4 string changes

Hi all,

To fix bug #2058, I had to change the meaning of one of the strings in
the WM tweaks plug-in.

Basically, instead of "include", it's "skip" which is just about the
contrary. Fixing the translations accordingly is important.

There is also a new string added.
