[Xfce-i18n] New strings in the panel after beta1

Hello translators,

I'm sorry to cause you extra work, but hopefully it is worth it for our 
users ;-)

I have just committed a few changes to the panel that also add some new 
strings to translate: an improved windowlist plugin with a few more 
options from Nick Schermer and a settings manager plugin for convenient 
access to the panel manager, because people will expect it from 4.2.
