As far as I know all developers except benny use svn2cl for the toplevel 
ChangeLog file and don't care about po/ChangeLog.

For me, translators can do what they feel is best in po/ and XDT_I18N() 
in configure.ac. You can do what you feel is needed for po/ChangeLog and 
to fix translation issues in the code. For bigger changes to the code, 
I'd like to be notified first.
