[Xfce-i18n] German translation for Xfce Menu and non-UTF-8

Hi!

The German umlaut 'ü' makes Xfce Menu's tooltip to "Xfce Men" and the
title string for its settings dialog is tranlated to "<span
size="larger" weight="bold">Xfce Men" when LANG=de_DE at euro (globally).

It's alright when using de_DE.UTF-8, but then I don't get the German 'ß'
and other symbols in terminals, so I won't use this locale setting ;)
