[Xfce-i18n] Traditional Chinese translation for weather plugin [RESEND]

Hi,

I have translated the weather plugin to traditional Chinese. The
translation is almost complete.

I have also uploaded a translation-related patch as patch #351 to
berlios.de; the patch is needed to get the wind directions correctly
translated, among other things. (In Chinese, the ordering of the wind
direction is the reverse of that in English; e.g., English SSW is in
Chinese WSS, so the existing translation scheme would not work.)
