[Xfce-i18n] Enforcing UTF-8

Hi,

I've noticed there are several PO files not to be specified UTF-8
in the PO header. GTK2 expects character set UTF-8, and intltool
does also. Attached script (from Sylpheed-gtk2) converts these
non-UTF-8 into UTF-8 at once. If there are someone have write access
for CVS or each translators, please convert those.
