[Xfce-i18n] Translations of the licences

doubtful.  if you poke around at gnu.org, you'll note that RMS is 
against translating the GPL or LGPL in other languages, because one 
can't be sure that the translation is good enough such that there aren't 
any legal ambiguities.  i suppose the BSD license could be translated, 
though i don't think we have plans to do so.
