auto-fit for xfdesktop

Hi,
 
How shall i start this, errr... i added a small feature where a user and make a picture for the backdrop which auto-fits to the users desktop resolution. It kind of resizes an image according to it's aspect ratio so that the whole image can be displayed on the desktop.
 
Well the thing is i would like to know, can i submit a feature like that to the dev team, and how would i do that?
 
If i`m asking on the wrong mailing list i'm sorry, and i would appreciate it if someone could show me the right direction :)
