Just to get it right, you are missing that dialog, which afaik was available in
xfce4.12 ?

Afaik it was disabled after some refactoring (I agree with you that this was
not good)
Good news, it is available again starting with xfce4-settings v4.14.3   (See
Bug #16476)

So what version of xfce4-settings do you run ? Best check if your distro
already ships xfce4-settings v4.14.3 and install it.

Just to make sure, that was, what you are asking for ?
