On my Surface Pro 2, running Linux Mint XFCE, I cannot rotate my screen to
portrait mode and still use the pen or touch interface. I had the same issue
with Xubuntu as well. The pen/touchscreen remains in landscape. 

OS: Linux Mint 19.3 Tricia x86_64 
Host: Surface with Windows 8 Pro 1 <--OS misreads as a SP1. They were
essentially the same machine, so no real surprise there.
 Kernel: 5.3.0-51-generic 
Shell: bash 4.4.20 
Resolution: 1600x900 
DE: Xfce 
 WM: Xfwm4 
CPU: Intel i5-3317U (4) @ 2.600GHz 
GPU: Intel Ivybridge Mobile 
Memory: 1927MiB / 3819MiB
