Ctrl + A works if you are in the trash folder, but if you are right-clicking on
the trash on the desktop or in the side pane, you aren't necessarily in the
trash folder, where 'Empty Trash' appears in the context menu.

I personally only delete files forever, but I could see someone who deletes to
trash just deleted a file mistakenly from their desktop or in a thunar folder
and it being the only item in the trash and wanting to easily right-click the
trash icon and restoring it without having to open the trash.
