I can still reproduce the issue with 4.15.1.

Here are the other scenarios that happen randomly when the session starts:
- the panel appears at the top left of the screen (instead of middle bottom)
and slowly goes down until it disappears completely
- the panel appears at the correct position (middle bottom), but slowly goes
down until it disappears completely

Moving the mouse where the panel should be doesn't do anything.
To make the tip of the panel appear again, I have to drag a window near it.
