The xfce4-panel tooltip doesn't show up when the cursor theme is too big.
I have tried https://www.gnome-look.org/p/1197198/ cursor theme with the max
available size (48), and the tooltip is shows bottom of the panel, which is
outside the viewport.
Reducing the cursor size fixes the issue.
Affected Devices:
All the devices running ArchLinux xfce4 (4.14.1) with different drivers and
graphics cards are tried so far are affected.
