Right click the clock plugin, select Properties and then stop the cursor over
the question mark icon beside the custom format field, it will give a hint that
markup is supported.
Clicking on Help leads to https://docs.xfce.org/xfce/xfce4-panel/4.14/clock
which mentions Pango markup, although that page may be expanded to include more
examples.
