Does it happen every time you try this scenario?
I failed to reproduce it on both Arch and Ubuntu 19.10.

However, I do have an inconsistent issue with selecting icons on the desktop of
my Arch system. It's been a few weeks since the last time I noticed it, but I'm
pretty sure it was marking a selection area instead of selecting a single icon.
Moving an icons wasn't involved. It's coming and going, and I didn't find an
exact scenario to reproduce it.
