Settings manager window width cannot be reduced if the saved width is too
large.
To reproduce:
1) Open settings manager and expand it horizontally (increase the width to over
1400pixels).
2) Exit settings manager which saves the last width.
3) Open settings manager again. Try to reduce the width by resizing. It can't
be reduced.

As per IRC, this isn't reproducible so it may be dependent on my system.
I am running xfce 4.14 with gtk 3.24.12 on a core i5 skylake cpu and a nvidia
1050ti gpu.
