wrong context menu

Context menu of a file is sometimes displayed as scrollable when it does not
need to be.

Steps to reproduce:
1) enter a directory by double clicking it
2) right click on any file
3) the context menu is not displayed as whole, it is displayed with scroll
buttons

When the context menu is opened for the second time, it is displayed as a whole
(correctly).

Strangely, when back/forward buttons are used, the bug does not trigger.

Tried v1.8.9 and current git.
