I tried to reproduce this issue, but it worked just fine here. Preferred web
browser was set to "Opera Browser".

$ cat ~/.config/xfce4/helpers.rc 
WebBrowser=opera-browser

$ xdg-settings get default-web-browser
opera-browser.desktop

Xubuntu 19.10
