For xfdesktop you can use the xfconf-query command to set the background image:

$ xfconf-query -c xfce4-desktop -l | grep last-image
$ xfconf-query -c xfce4-desktop -p
/backdrop/screen0/monitor0/workspace0/last-image -s "/path/to/image-file"
